PHASE 01
ELIGIBILITY REQUIREMENTS FOR STUDY LEAVE WITH PAY
To qualify for study leave with pay, a teacher must:
Minimum Years of Service
- Have completed at least three (3) years of continuous service after first appointment.
- Must have served in a deprived/rural area if required by current GES policy guidelines.
Good Conduct and Performance
- Must have satisfactory annual appraisal reports.
- Must not have pending disciplinary cases.
- Must be recommended by the Headteacher and District Director.
Admission into an Accredited Institution

Must have gained admission into an accredited tertiary institution such as:
- University of Education, Winneba
- University of Cape Coast
- University of Ghana
- The course must be relevant to GES needs (e.g., Education, Mathematics, Science, Special Education, etc.).
Bond Agreement
- Applicant must sign a bond to serve GES after completion of studies.
- The bond period is usually equal to the duration of the study leave.
PHASE 02
PROCESS OF APPLYING FOR STUDY LEAVE WITH PAY
Announcement
GES releases an official circular announcing:
- Study leave categories
- Quota for each district/region
- Approved subject areas
- Deadline for application
Submission of Application
The applicant must submit:
- Completed study leave application form
- Admission letter
- Appointment letter
- Academic certificates
- Recent payslip
- Recommendation letters
Application is submitted through: Headteacher → District Education Office → Regional Education Office → GES Headquarters.
Screening and Selection
Applications are screened based on:
- Years of service
- Subject area priority
- Performance record
- District quota availability
Approval and Release Letter
Successful applicants receive:
- Official study leave approval letter
- Instructions on reporting after completion
Salary continues during the study period.
CONDITIONS DURING STUDY
LEAVE
Teacher must not take up another employment.
Must pursue the approved course only.
Must complete the programme successfully.
Must inform GES of any changes.
